Under a Service Framework Contract with the EU Commission / DG MARE, s.Pro as part of the EUNETMAR consortium has developed a study on Blue Growth, Maritime Policy and the EU Strategy for the Baltic Sea Region.

The aim of the study is to ensure seamless interfacing between the EU Strategy for the Baltic Sea Region (EUSBSR), the Blue Growth and the Europe 2020 agenda, as well as the 2014-2020 programming period.

The study has therefore:
  • Identified the potential for Blue Growth in the Baltic Member States and at sea basin level and offer recommendations for its development in the context of the EU Strategy for the Baltic Sea Region and the next programming period
  • Assessed the contribution and the effectiveness of maritime actions set in the EUSBSR in implementing the EU Integrated Maritime Policy in the region and provide recommendations on how this could be strengthened

Together with its partners, s.Pro has provided a breakdown of the marine and maritime sectors that make up the blue economy in each of the eight Baltic Member States. This has allowed for a clear overview of the unique blue growth opportunities specific to the Baltic Sea Region as part of the overall EU Blue Growth Strategy.

Based on the aggregated data on Member State level as well as various growth scenarios, s.Pro and its partners have identified new actions and possible flagship projects for the most promising and fastest growing maritime economic activities in the Baltic Sea Region. For each of these activities, the study has highlighted growth drivers and barriers based on the compiled findings of a team of eight country and nine sector experts.
